Shell and BP are putting millions into a lobbying effort to impose a price on carbon emissions in exchange for preempting other regulations and shielding fossil fuel companies from lawsuits.

Senate Republicans are planning to roll out a suite of bills designed to help develop technology to reduce carbon dioxide, but not require states or companies to cut their emissions.

There will be a flurry of action on the Hill this week on appropriations bills in both chambers.
