The Montana Motor Vehicle Division (MVD) and County Treasurer’s offices are preparing for the launch of a new vehicle titling and registration system on March 17, 2025. The new system aims to improve customer service and efficiency across the state, but in preparation for the transition, all MVD exam stations and County Treasurer offices will be closed from Thursday, March 13 through Sunday, March 16.
During this period, no vehicle transactions will be processed, as the offices prepare to implement the new system, which will offer a range of enhancements. These include increased online services, electronic payment options, faster processing times, and improvements to functionality for law enforcement, car dealerships, insurance companies, and county operations.
“This new system is the final phase of our multi-year effort to improve services for Montanans,” said MVD Administrator Laurie Bakri. “We’ve already seen great success with the earlier phases of the CARS program, and we look forward to working with counties to ensure this final rollout is just as successful. This upgrade will make it easier for counties to serve their customers and will improve the overall efficiency of vehicle-related transactions.”
County Treasurer offices began receiving new equipment in November, and staff have been training with the system since then. The updated technology and system efficiencies are expected to streamline the process of obtaining titles, renewing registrations, and other vehicle-related services.

The new system is part of the Credentialing and Registration System (CARS) developed by MVD in partnership with FAST Enterprises, a company with experience in implementing motor vehicle licensing systems in 18 other states. The work on the CARS platform began in July 2022, following a competitive bid process launched by MVD in 2021.
The first phase of CARS, launched in 2022, introduced a new online appointment scheduling system with features like automated reminders and online check-in. The second phase, completed in 2023, overhauled the driver services system at MVD exam stations, and the upcoming third phase will focus on vehicle titling and registration.
With these changes, Montanans can expect a more efficient and accessible experience when completing vehicle transactions, further enhancing MVD’s customer service and streamlining operations at the state and county levels.
