Wyoming Superintendent of Public Instruction Megan Degenfelder today announced the appointment and reappointment of three distinguished individuals to the Wyoming Charter School Authorizing Board: Steve Lupien, Jill Bramlet, and Joe Feiler.
“Steve, Jill, and Joe are all independently qualified charter school advocates,” Superintendent Degenfelder said. “Each brings unique and exceptional expertise to the board through their collective decades of school and business leadership throughout the state and all over the world. I have no doubt that by working together they will bring innovative and quality charter schools to the state.”
Steven Lupien, who is being reappointed to a new term, currently serves as the Ada Lovelace Director of the University of Wyoming’s Center for Blockchain and Digital Innovation and is a lecturer at the UW College of Business. A nationally recognized leader in blockchain and digital assets, Lupien has helped place Wyoming at the forefront of blockchain policy and innovation. He co-authored Blockchain Fundamentals for Web 3.0 and co-founded BeefChain, the first USDA-approved blockchain-based traceability platform. Lupien has also held executive roles with Five Star Products, IMS Ltd./Land O’Lakes, and AT&T, and serves on multiple state and national boards related to cybersecurity and digital governance. He originally filled a vacancy on the board in September 2024.
Jill Bramlet is a new appointee to the board and brings decades of education leadership experience. She holds a Master’s degree in Educational Leadership and Administration from the University of Wyoming and has led school accreditation work across Wyoming, the U.S., and internationally through her roles with Cognia and AdvancED. Bramlet previously served as Executive Director of the WY P-16 Education Council and held local leadership positions as an elementary principal and special education director. She was also a member of Governor Mark Gordon’s RIDE education advisory council.
Joseph Feiler, who is being reappointed, has over 35 years of experience in career and technical education (CTE) in Natrona County School District 1 and is a co-owner of Timberline Construction. A dedicated advocate for CTE in Wyoming, Feiler has served as a grant evaluator for the Wyoming Department of Education and chaired the scholarship committee for the Wyoming Association for Career and Technical Education. In 2023, he was inducted into the WACTE Hall of Fame and previously received the Governor’s “Teaching Outside the Box” award.
The Wyoming Charter School Authorizing Board plays a key role in overseeing and expanding high-quality charter schools throughout the state, with a focus on offering parents more educational choices and fostering innovation in public education.
